The political party argues that the administration already possesses the necessary information to apply these discounts, focusing on citizens who use municipal ecoparks and businesses adhering to the "door-to-door" paper and cardboard collection system.
According to Compromís, the Metropolitan Entity for Waste Treatment (EMTRE) already has detailed records of ecopark usage, and the municipal service has databases of participating businesses in commercial collection. Maintaining the prior application requirement reduces the fee's impact as an incentive for sustainability.
The proposal is based on Law 39/2015 on Common Administrative Procedure, which guarantees citizens' right not to provide documents already held by the administration, and on the regional administrative simplification regulations of the Generalitat Valenciana. The motion emphasizes that automating these discounts is not only a matter of efficiency but also of fiscal justice.
The proposed agreements urge the city council to begin technical work to establish the necessary interoperability mechanisms between the València City Council and EMTRE for data exchange. These bonuses are part of the new waste fee, with receipts corresponding to the year 2025, calculated based on annual household water consumption.
Households with the lowest consumption, up to 50 cubic meters annually, will pay 39.14 euros per year. The tariff increases progressively, reaching 122.18 euros for consumption between 65 and 90 cubic meters, and 141.16 euros for consumption between 90 and 195 cubic meters. The highest consumption levels can reach 259.78 euros for over 195 cubic meters and 272.83 euros for over 260 cubic meters annually.
