City of Arts and Sciences Seeks to Maintain Concerts with Extra Guarantees

CACSA proposes additional measures to the court to continue musical activities, while the City Council considers relocating them.

The City of Arts and Sciences (CACSA) has asked the court to clarify if it can continue holding concerts at its facilities, proposing additional guarantees to comply with noise regulations.

This request follows a ruling that urged the València City Council to revoke or relocate these events, due to a neighborhood complaint about noise emissions. CACSA has filed an incident of execution with the Contentious-Administrative Court number 8, which issued the ruling, to decide on the continuity of musical activity if necessary measures are adopted.
The venue anticipates reinforcing its measures and will require each promoter to submit a detailed action plan, including technical and technological means to control noise and meet the required conditions. Additionally, they will demand a "responsible declaration" regarding compliance with current regulations, starting with the municipal ordinance.

For its part, the València City Council, through its mayor, is committed to "redistributing" festivals and musical events across different points of the capital to avoid "overloading the same neighbors." The Gay Games and a concert at the Marina Norte have already been relocated. The mayor has guaranteed that, if the court does not allow the proposed measures, the City Council will enforce the noise pollution ordinance and safeguard the fundamental rights of residents.
The Generalitat Valenciana also seeks to "make compatible" musical activity with the right to rest for residents. The spokesperson for the Valencian government explained that additional measures will be taken from the public sector to reduce sound levels, and private promoters will have to submit their own noise reduction projects to the court. This effort shares the responsibility for sound measurement between the City Council and the Autonomous Police, with the aim of maintaining events with the fewest possible disturbances.
