In the letter, the Tourism Minister proposes that the Spanish Government and the autonomous communities immediately address the legal, economic, operational, and jurisdictional consequences arising from this judicial decision. The minister believes the ruling directly affects tourism regulation, legal certainty for operators, the relationship between housing and tourism, and the implementation of the single window provided for in Regulation (EU) 2024/1028.
Minister Marián Cano stated that "this ruling opens a new scenario that demands an immediate, orderly, and coordinated response among administrations to offer legal certainty to the autonomous communities, local entities, tourist destinations, and the entire sector".
The minister further requests that the Ministry of Housing and Urban Agenda also participate in this meeting, given that the matter affects both tourism regulation and the relationship between housing and tourism, as well as future inter-administrative coordination with marketing platforms.
Among the issues the Valencian Community proposes to include on the agenda is, firstly, the analysis of the legal, economic, and operational consequences derived from the Supreme Court ruling on the Single Registry of Short-Term Rentals. It also proposes evaluating the impact of this situation on the tourism sector, operators, and autonomous communities in terms of direct costs and lost profits, to determine any compensation procedures that may be legally applicable.
The Valencian Community calls for an explanation and a roadmap, with a timeline, to articulate the coordination between housing, tourism, and marketing platforms, as well as to deploy the single window platform provided for in European regulations based on the new scenario opened by the ruling.
The letter sent to the minister also demands clarification and guarantees regarding the execution and justification dates for the Tourism Sustainability Plans in Destinations in their final phase, following the publication on April 30 of the European guidelines on the closure of the Recovery and Resilience Mechanism.
Minister Marián Cano has insisted that these issues "require an urgent, orderly, and coordinated response", and has called on the Spanish Government to convene the Sectoral Conference on Tourism "as soon as possible", in order to provide certainty to destinations, administrations, and the entire tourism sector.
