A legal report from the General Secretariat of the Plenary of Alicante City Council concludes that the investigation commission into the VPO of Les Naus can only request the appearance of municipal civil servants.

This document, commissioned by the governing team of the Popular Party, establishes that the commission must adhere to the formal examination of complete files. This implies that only civil or labor personnel who have participated in the process can be summoned, and their appearance will be voluntary.
The report, signed by the municipal plenary secretary on March 31, indicates that the regulation for the appearance of councilors or members of the Local Government Board is found in article 88 of the Organic Regulation of the Plenary, applicable to plenary sessions or permanent commissions, but not to non-permanent or specific commissions such as that of the VPO.

"Regarding requests for the appearance of Councilors or members of the Local Government Board or the holders of the governing bodies that hold delegated powers from the Mayor or the Government Board, it is regulated in article 88 of the Organic Regulation of the Plenary within Chapter II relating to the call and Agenda of plenary sessions."

The municipal spokesperson for the PSPV has criticized the report, considering it a "pretext" to empty the commission of content and has argued that the civil servants requested are those who have intervened in the procedures, and that the City Council must guarantee their appearance.

"What we will not allow is for this report to be used as an excuse to empty the commission of content."

For his part, the spokesperson for Compromís has stated that everything surrounding the Les Naus scandal is a series of coincidences, and has regretted that the report appears just when appearances by political figures had been requested.
