This new zoning will reduce the size of the attention areas and decentralize management, allowing each applicant to have a reference professional, similar to the Primary Care model. The Councilor for Social Action, Celia Lastra, highlighted that this measure seeks to avoid current fragmentation and improve coordination between services, following a year of work on the reform.
One of the main objectives is to reduce the population served by each zone. Currently, each basic area serves an average of 63,695 people, a figure that will be reduced to 36,397 with the new model, a decrease of 42.85%. This redistribution, promoted by the local executive of PP and Vox, aims to improve care capacity, reduce team workload, and increase proximity to citizens, facilitating early detection of vulnerabilities.
The new model also reorganizes the territorial structure, moving from an east-west division to a north-south scheme with seven areas. Zone 1 (Carrús Oeste) includes neighborhoods such as Toscar and Sagrada Familia; Zone 2 (Carrús Este) covers Casablanca and Plaza Barcelona; Zone 3 (Altabix Norte–Candalix) comprises Altabix and the university area; Zone 4 (Pla Norte) integrates Corazón de Jesús and Obispo Siuri; Zone 5 (Pla-Sector V–Centro) encompasses central neighborhoods such as San José and El Raval; Zone 6 (Altabix Sur–Travalón) includes Palmerales and San Antón; and Zone 7 (Pedanías Este) groups rural and coastal nuclei such as La Marina and El Altet.
Another relevant change is the decentralization of file management. Each social center will have full capacity to manage the files for its zone, including those related to Valencian income or dependency, which will streamline processes and reduce response times, especially for urgent aid. The reform emphasizes improving the response to situations of high social vulnerability risk.

Although no staff increase is expected, the key will be the reorganization of the existing 280 professionals, who will be distributed into smaller units. This new model is the result of a technical and participatory process, with the collaboration of more than 115 social services workers and validation by experts from the University of Alicante and the Generalitat.
