The Ministry of Finance has accredited Villena City Council as a Light Intermediate Body (OIL), a designation that strengthens the municipality's capacity to directly manage European funds and accelerate their investment.

This classification validates the solvency and transparency of the municipality's internal management procedures, granting it the necessary competence to lead the execution of the Integrated Action Plan (PAI) Mediterranean Urban Resilience. The General Secretariat for European Funds confirms that Villena has a rigorous and capable control structure, ensuring compliance with the quality and ethical standards required by the European Union.
The designation coincides with the full operability of the ALDEA IT platform, the official tool for the EDIL Plan. Thanks to this dual advancement, the municipal team can immediately begin the selection process for strategic operations, a prerequisite for investments to materialize. This new phase of operational management will be articulated through six key operations, according to the PAI approved in February 2025.
Among the EDIL projects, the regeneration of the historic center stands out, with operations for public spaces and the rehabilitation of buildings such as the Consistorial Palace. Innovation and economic dynamism will also be promoted with the En-Clave la Pirámide operation, which includes the urbanization of the surrounding park and a new innovation and entrepreneurship center. The Organic Market operation will focus on revitalizing the Municipal Market.
Finally, the plan embraces technology with two digitalization operations: one to strengthen cybersecurity and data protection for the municipal network, and another to improve the proximity of services to citizens through the installation of digital kiosks and touch screens that will facilitate daily interaction between residents and their city council. To ensure success, municipal representatives will participate on June 3 in a technical training day in Madrid, organized by the Urban Initiatives Network (RIU), to optimize the use of these aids co-financed by 60% by the European Regional Development Fund (ERDF).
