Low Interest in Vacant Stalls at Novelda Municipal Market

The new tender from Novelda City Council, reducing the concession period to one year, has only received five offers for 19 available stalls.

The new tender launched by Novelda City Council to award vacant stalls in the La Plaça Municipal Market has generated little interest among traders, with only five offers for 19 available spaces.

The process, which reduced the initial concession period to one year to facilitate the entry of entrepreneurs, has received a limited response. The Contracting Board, meeting on March 27, proceeded to open the proposals submitted for the patrimonial concessions of the market stalls and booths.
Ultimately, only five bidders submitted offers for five different lots, while the remaining spaces were once again left vacant. The economic proposals submitted range from 700 euros annually for lot 10 to 1,670 euros for lot 15, including 1,441.25 euros for lot 2, 900 euros for lot 3, and 1,225 euros for lot 16.
The lack of competition has resulted in 14 of the 19 lots offered remaining vacant, including those corresponding to lots 4, 5, 6, 7, 8, 9, 11, 12, 13, 14, 17, 18, 19, and 20. Given that each lot received only one offer and the sole award criterion is economic, the board agreed to admit the five bidders and propose their award for the amounts presented, with an initial duration of one year and the possibility of annual extensions up to a maximum of fifteen years.
Before formalizing the concession, the contracting body must require the proposed successful bidders to prove payment of the corresponding fee and submit the required documentation within ten working days.
This outcome comes after the City Council attempted to reactivate the occupation of the municipal market by lowering the initial commitment for concessionaires. In the new call, the council reduced the concession period to twelve months —automatically renewable— to attract entrepreneurs who did not want to commit to long-term contracts from the outset. The measure aimed to revitalize the La Plaça Market after the poor response recorded in the first call, in which only two of the twenty available stalls were awarded despite the comprehensive renovation of the building, in which the council has invested nearly five million euros.
With this second process, the City Council manages to award at least five more spaces, although most of the stalls still do not find interested traders, which maintains the challenge of revitalizing activity in Novelda's historic municipal market.
