The Aspe City Council has initiated a tender for a contract to supply shopping vouchers, with an initial budget of 75,000 euros, to help vulnerable families acquire essential products.

The Aspe council has launched a new social support system by tendering a contract for the supply of shopping vouchers. These vouchers are designed to cover basic needs such as food, personal hygiene, and household cleaning for individuals who are beneficiaries of individualized economic aid granted by the municipal Social Services.
The base tender budget amounts to 75,000 euros, including VAT, and is set for an initial period of 18 months. This information is detailed in the specifications published on the Public Sector Contracting Platform. The primary objective is to provide an agile mechanism for beneficiaries of social emergency aid to purchase essential products at local businesses.
The contract's anticipated duration will run from July 1, 2026, to December 31, 2027, with the possibility of extensions for up to two additional years, potentially extending the service until the end of 2029. With these potential extensions, the total estimated value of the contract could reach 173,782.33 euros.
The system will operate through the periodic issuance of vouchers by the awarded company, which will then be distributed by the Social Services department. These vouchers can be redeemed at designated commercial establishments within the municipality of Aspe, during their validity period and regular opening hours. Should a purchase exceed the voucher's value, the difference must be paid by the user.
Products eligible for purchase with these vouchers include basic foodstuffs such as milk, rice, pasta, legumes, meat, fish, fruits, and vegetables, as well as personal hygiene items, baby products, and household cleaning supplies.
To qualify for the tender, interested companies must have at least one establishment open to the public within the municipal area of Aspe. This requirement is justified by the need to ensure accessibility for beneficiaries, many of whom have mobility limitations. The selection will primarily be based on the percentage discount offered on invoiced vouchers (up to 80 points), and home delivery services for dependent or elderly individuals will also be valued (up to 20 additional points). Offers can be submitted until April 13, with the opening of economic proposals scheduled for April 14.
