Processing begins for controversial 500-home project in Planes

The Planes Town Council initiates public exhibition of the 'eco-village' plan that could triple the local population.

The Planes Town Council has initiated the processing of the 'Mas de la Foia' urban development project, which plans for the construction of 500 homes and has generated significant opposition in the El Comtat region.

The Official Gazette of the Generalitat Valenciana (DOGV) has published the public exhibition notice for the Integrated Action Plan (PAI) of the Mas de la Foia sector, managed by the landowners, the company Ecoaldea Terranova, promoted by investors from Northern Europe. The project is open for public information for 45 business days, starting this Friday, allowing interested parties to examine it at the municipal offices and submit any relevant objections. The documentation is also available on the town council's electronic headquarters.
The decree, signed by mayor Javier Sendra on June 3rd, opens the process to authorize an initiative that has faced strong opposition in the region due to its anticipated environmental and social impact. The mayor has previously stated that the land designated for the project has been zoned for development for over two decades, and that a different urbanization project failed there years ago, meaning the decision does not solely rest with the council.
According to the developers, they already have 170 partners interested in settling in this development, which they promote as self-sufficient and sustainable. 25 villas and 40 townhouses have already been reserved out of a total of 500 planned. This complex is situated on a 600,000 square meter plot where an urbanization without an 'ecological' character, named 'La Joya de Planes', was previously planned two decades ago. That project was thwarted by the 2008 real estate bubble burst, though some roads were completed at the time.
The developers claim the complex will use solar energy and reuse its wastewater. However, the citizen platform that has been formed questions its sustainability and warns of potential impacts.
The opposition to this self-proclaimed 'eco-village' is not limited to a segment of the public. The Coordinadora d'Estudis Eòlics del Comtat has filed a complaint with the Nature Protection Service (Seprona) of the Guardia Civil due to alleged irregularities in the permit for the construction of the pilot house currently being built. Furthermore, the Confederación Hidrográfica del Júcar (CHJ) has informed, in a parliamentary response to Sumar in the Congress, that it has no record of this project, which requires its approval for water supply.
