Alcoy Advances in New General Plan with Environmental Report for Protection Catalog

The approval of the strategic environmental and territorial report for the catalog of protected assets drives the processing of Alcoy's new Structural General Plan.

The city of Alcoy has made significant progress towards the approval of its new Structural General Plan with the ratification of the strategic environmental and territorial report for the catalog of protected assets.

This document is fundamental for the preservation of buildings, infrastructure, and spaces that require a specific level of protection due to their historical, cultural, patrimonial, or environmental value. Once this environmental phase is ratified, the urban planning process for the catalog will begin.
The Councillor for Urban Planning, Vanessa Moltó, plans to discuss this matter with the different municipal groups before taking the urban planning phase to the plenary session, which will be responsible for its ratification. This will allow for one of the key documents that will form the new Plan to be in place, facilitating progress in its processing and approval.
The current General Plan in Alcoy dates back to 1989 and has become completely outdated. The current catalog of protections includes 221 buildings with different degrees of protection. With the revision, it is expected to double the number of protected elements, including not only properties but also facades and coats of arms, among others. The new urban planning document will determine exactly how many assets will be incorporated.
25 years have passed since the Alcoy City Council began the revision of the General Plan. During this time, three drafting teams have worked, numerous studies and reports have been prepared, and public exhibitions have been held. The strategic environmental and territorial declaration of the Structural General Plan (PGE) was achieved in December 2024, opening the door to continue with the urban planning part, which is expected to be ready in 2026.
Alcoy's commitment with the PGE focuses on a compact city with sustained growth, incorporating consolidated urbanizations such as Estepar, Baradello, and Sargento, and avoiding new ones. It also seeks to promote urban rehabilitation and regeneration. Regarding industrial land, the plan foresees 700,000 square meters for this purpose in the Pagos and Santiago Payá-Sant Benet areas, and 335,000 for tertiary use in four points of the city: Sur, Rebolcat, Viaducte, and Riquer. The Alcoy South Business Park project is not included in the future General Plan.
