The Elche City Council has launched the process to integrate the construction of 328 new homes in the San Antón neighborhood into the upcoming State Housing Plan. The objective is for the Ministry to participate in the public contribution of nearly 22 million euros for four buildings to be constructed simultaneously. The total investment for the project amounts to 41.6 million euros, of which property owners will contribute 18.8 million and the council 1.1 million.
This initiative would allow for the completion of two-thirds of the comprehensive regeneration of an area where 338 homes have already been built since 2014. According to Mayor Pablo Ruz, the tender for another 45 homes in a building set to start construction this year is also being prepared. These new homes correspond to the so-called block 5, the specifications for which have already been approved by the public company Pimesa.
The mayor, deputy mayor Francisco Soler, Pimesa manager Antonio Martínez, and other municipal officials met with the Director General of Planning and Housing Policies of the Generalitat Valenciana, Juan Antonio Pérez, to analyze the integration of this phase within state and regional programs and to define financing agreements.
The municipal projection anticipates that the four buildings will be constructed on plots that are almost entirely municipally owned, which will expedite procedures. The joint execution of the buildings is proposed to shorten timelines, avoiding the administrative complexity of developing them consecutively. With these 328 homes, a second major phase of the urban renewal project would be completed, reaching approximately 66% of the planned homes for the neighborhood.
Mayor Ruz described the meeting as "very positive," highlighting that Elche is the first Valencian municipality to join the new State Housing Plan, with a clear commitment from the Generalitat for the financing of the San Antón project. The initiative, which transcends the neighborhood due to its scale and the involvement of administrations, has already been presented to the Ministry of Housing.
The processing will require a general agreement between the Generalitat and the Ministry, a specific agreement for San Antón, and a regional-municipal agreement. The forecast is that these procedures will advance in the coming months to begin construction in 2027. Meanwhile, Pimesa will proceed with the urbanization and technical projects.
Deputy Mayor Soler explained that the intention is to build the four buildings through a single tender to gain agility and efficiency. Both the City Council and Pimesa are advancing the technical work to avoid delays.
Prior to the construction of the new buildings, the two old blocks still standing will need to be demolished. It is expected that pending procedures with specific homes will be resolved during the summer to begin demolitions in September. The presence of bird nests will require adapting the demolition schedule to September, when the breeding season concludes.
Pimesa will also include a specific phase for residents to retrieve their belongings from block 8, declared an imminent ruin. The municipal company will award the drafting of the demolition project for this building, evacuated in April. The operation will be carried out by specialized personnel to ensure safety.
