The reorganization of social services in Elche, announced by the PP and Vox bipartisan government, plans to expand from four to seven service areas in the city. This initiative is materializing in the Poeta Miguel Hernández neighborhood, where the relocation of facilities to a larger premises is being processed to centralize the three municipal services.
The main objective is to ensure the incorporation of new services, such as family intervention and workshops, which currently could not be accommodated due to space limitations. Additionally, the three services will be grouped into a single leased space, allowing the City Council to stop paying three separate rents, simplifying users' interaction with public services.
The local administration has put out to tender the ten-year lease for this new premises, with an amount of 720,000 euros (excluding taxes). The deadline for property owners to submit their offers is open until May 7. The estimated value of the contract could reach 1.4 million euros if an extension for another decade is considered, with the intention that this future hub becomes consolidated.
This operation represents a redesign of municipal attention in one of the city's neighborhoods with the highest social intervention load, with the aim of creating a single point of reference for residents and increasing coverage. The justification is based on the reality that the current Poeta Miguel Hernández Social Center, located on Torres Quevedo Street, can no longer meet neighborhood needs.
Technical reports establish that the new property must be located in a very specific area, delimited by Poeta Miguel Hernández, Antonio Pascual Quiles, La Torre, and Conrado del Campo-Andreu Castillejos streets, so as not to break the existing territorial reference. The location must remain close to the current center to avoid moving services away from their natural area of influence.
The tender sets a maximum price of 6.73 euros per useful square meter per month, excluding VAT, with a cap of 6,000 euros per month. This calculation is based on the average rent in the area, which stands at 6.12 euros per built square meter. For this fiscal year, there is a budget allocation of 42,000 euros in the social center rental item, calculated for an award during the last seven months of the year, with an annual forecast of 72,000 euros.
The tender specifications state that the property must have between 700 and 1,000 useful square meters, and if it has several floors, it must have an elevator adapted for people with reduced mobility. It is expected to incorporate at least a dozen offices or rooms for about 30 municipal employees, in addition to two restrooms (one adapted), a hall or concierge area, a spacious waiting room, a meeting room for twenty people, and a large activity room for workshops and community actions. The facade must allow independent entrances for each service, maintaining its own identity and operational autonomy.
