Residents of Médico Temístocles Almagro street in Orihuela are facing persistent water leaks in their buildings, with damages already surpassing 650,000 euros, and are demanding the redevelopment project from the City Council to understand the problem's origin.
The situation on Médico Temístocles Almagro street in Orihuela has escalated beyond a simple maintenance issue. Several buildings in the area are experiencing repeated water ingress into garages, basements, storage rooms, elevator shafts, and areas near foundations. The water does not appear in isolation but returns repeatedly, even after a municipal action in December 2025 that was presented as a quick repair.
The affected residents point out that the Orihuela City Council is not providing the key document to understand what is happening beneath the street: the redevelopment project for Médico Temístocles Almagro street. This public project should detail the modifications made to the Acequia de los Huertos (Orchards Ditch) during redevelopment, including whether it was diverted, piped, covered, buried, or modified, as well as the constructive solution adopted and the executed plans.
The residents' concern is not unfounded. In April 2025, a municipal technical report acknowledged that the section of the ditch piped during redevelopment had deteriorated over time, leaking water and causing floods. Following this acknowledgment, the City Council processed municipal file 12919/2025 for an intervention on the ditch, but residents believe the December 2025 intervention was insufficient and did not prevent new water ingress.
The situation has been confirmed by public services. In February 2026, the Provincial Fire Consortium issued a report on persistent leaks and the need for a technical assessment. Likewise, the Orihuela Local Police intervened in March and May 2026 due to new floods, registering the corresponding incidents.
The case also includes two resolutions from the Síndic de Greuges de la Comunitat Valenciana (Ombudsman of the Valencian Community), dated April 29 and May 4, 2026, recommending that the City Council provide the requested information about the redevelopment project and documents related to the ditch. Residents warn that the lack of an adequate solution could lead to claims for patrimonial responsibility.
