Onda halts solar plant due to landscape concerns; promoter abandons project

Valencian company Energia Abura withdraws the application due to landscape requirements making the 3.6 million euro investment unfeasible.

The Generalitat has agreed to the definitive closure of the file for a solar plant in Onda, after the promoter, Energia Abura, withdrew from the project due to technical and landscape unfeasibility.

The processing of a solar plant planned for Onda, which included the installation of 6,210 panels and an investment of 3.6 million euros, has been definitively archived by the Generalitat. The promoting company, Energia Abura, formally requested to withdraw from the procedure, arguing that the landscape conditions imposed by the administration made construction unfeasible.
The resolution, published in the Diari Oficial de la Generalitat Valenciana (DOGV), ends the procedure initiated in December 2023. The project, named Plana Solar, was intended to have a power capacity of 3,168 kW and a hybrid energy storage system of 1,000 kW, and was planned for several plots in polygon 18 of Onda.
According to the resolution, the company submitted a written request on February 24th, stating the impossibility of complying with the conditions set by the Landscape Service, which were mandatory and binding. The company believes that the requirements for environmental and landscape approval made the plant constructively unfeasible.
In addition to the withdrawal, Energia Abura requested the cancellation and return of the economic guarantee, arguing that the impossibility of executing the project was due to circumstances beyond the company's control, stemming precisely from the administrative requirements.
The technical services of the Generalitat issued a favorable report for the withdrawal in May, considering that there were no third parties affected. Consequently, the Territorial Service of Industry, Energy and Mines of Castellón has accepted the promoter's renunciation and archived file ATALFE/2023/188/12.
