The technical assistance primarily seeks to relieve the municipal department of tasks related to the municipality's urban planning management. The functions of this external service include drafting technical reports and proposals, supporting the preparation of allegations, and assisting with administrative files. However, mandatory reports and final decisions will remain the responsibility of competent municipal staff.

The need for this external contract is justified by the considerable workload that the Council reports in the Urban Planning area. The Council argues that the overload of internal human and material resources affects the development of the Urban Planning and Public Works department. Among the urban plans generating this workload are La Serreta, the partial plans Capitana, Balconet, Pla de Figuereta or Copet, as well as the processing of the Structural General Plan.
