The 2026 budget project for the Generalitat Valenciana outlines a new course for the cultural sector that, in general terms, maintains a stable dynamic throughout this legislature. This is noteworthy, as three different ministers have led the area: first, Vicente Barrera (Vox), followed by the popular party members José Antonio Rovira and now Carmen Ortí, changes that have not led to significant shifts in the accounts.
This year, there is an important novelty: the arrival of Joaquín Sorolla. Around two hundred pieces from the Hispanic Society are expected to arrive in València in the coming months for exhibition at the Museu de la Ciutat and subsequent transfer to the Palau de les Comunicacions. The Generalitat will pay an annual fee of 1.15 million euros for this loan, as reflected in the project.
The budget project also shows an annual increase of 7.12% in the allocation for the Valencian Institute of Modern Art (IVAM), reaching 12.92 million euros, although still below the 14.7 million from 2024. The Palau de les Arts will see its funding increase by 2.36%, reaching 32.62 million, and the Museum of Fine Arts of València (MuBAV) by 1.03%, up to 8.39 million. It is worth remembering that IVAM and the Les Arts foundation are institutions dependent on the Generalitat, while the MuBAV is state-owned with regional management.
The Consortium of Museums of the Valencian Community, which includes the activities of the Centre del Carme Cultura Contemporània (CCCC), will have a budget of 6.65 million euros, a 2.48% decrease compared to the previous year. Of this amount, 5.43 million will be allocated to goods and operating expenses (-2.98%), 1.18 million to personnel (unchanged), and 420,000 euros to real investments (-4.55%).
The accounts for the Palau de les Arts Foundation amount to 32.6 million euros, a 2.36% increase compared to 2025. More than 20 million euros are allocated to personnel, 10.63 million to goods and operating expenses, and 1.7 million to investments.
Beyond these venues, the budgeted allocation for the Valencian Institute of Culture (IVC) amounts to 48.04 million euros, representing a 1.76% increase compared to 2025. The largest items are transfers (14.16 million), personnel (13.86 million), and goods and operating expenses (11.81 million).
The Valencian Institute of Conservation, Restoration, and Research (IVCR+I) has a budget for 2026 of 5.88 million euros, a notable annual increase of 23.52%. Over three million euros are allocated to personnel (+37.5%) and another 2.2 million to the purchase of goods (+14.5%).
The budget for the Valencian Council of Culture (CVC) amounts to 1.55 million euros, an increase of 2.86% compared to 2025. It is distributed with approximately 851,000 euros for goods and operations, 656,000 euros for personnel, and 23,500 euros for investments.
Most aid orders and direct subsidies to foundations such as Brines or Max Aub, or entities like Lo Rat Penat or the Real Acadèmia de Cultura Valenciana (RACV), remain stable. Relations with the latter were re-established by the previous minister, Barrera.
By specific areas, there is a generalized decrease. The Book, Archives, and Libraries section drops from 29 million to 24.9 million; the Promotion and Cultural and Scenic Activity section falls from 91.5 million in 2025 to 86.1 million in 2026; and the Artistic Heritage, Museums, and Plastic Arts section decreases from 77.7 to 71.2 million.
