Les Naus Promoter Denies Links to Alicante's Former Municipal Director

The promoter of the public housing project Les Naus in Alicante, Francisco Ordiñana, has denied any relationship with the former municipal general director, María Pérez-Hickman, and her children before the judge.

The sole administrator of Fraorgi, promoter of the public housing project Les Naus in the Playa de San Juan de Alicante area, Francisco Ordiñana, denied on Wednesday any connection with the former general director of the City Council and current head of Contracting, María Pérez-Hickman, as well as her children.
According to legal sources, Ordiñana testified as an investigated party before the judge in charge of the case and maintained that the Les Naus cooperative was initially formed by five people. He also explained that the list of interested parties for the development came from other real estate projects he had previously promoted.
During his appearance, the promoter also recounted a meeting with the mayor of Alicante, Luis Barcala, and the then-urban planning councilor, Rocío Gómez, where he requested a refund of the overpaid amount for the land or, alternatively, compensation with another plot. According to his account, this request was unsuccessful.
Ordiñana also addressed his relationship with municipal architect Francisco Nieto, who is also under investigation. The businessman stated that when he first met Nieto at the City Council, he did not recall having previously requested information about the development or signed documents related to the cooperative.
Subsequently, as he explained, when a vacancy arose in the list of awardees, he decided to call Nieto to ask if he was still interested in acquiring one of the homes.
This Wednesday, former urban planning councilor Rocío Gómez and the municipal architect himself also testified as investigated parties. Gómez stated she did not recall meetings with Ordiñana or requests related to contractual modifications for the development.
For his part, Francisco Nieto asserted before the magistrate that he did not use his position to access a protected dwelling and maintained that it was Ordiñana himself who called him in January 2025 to inform him of a vacancy in the development.
The so-called Les Naus case, once described as a 'scandal' by Alicante's mayor, Luis Barcala, triggered a significant political crisis in the city after it became public knowledge in late January. The controversy led to the resignations of the then-urban planning councilor, the municipal general director, and the regional official responsible for reviewing the files related to the development. Furthermore, the case has resulted in a judicial investigation and the establishment of inquiry commissions in both the Alicante City Council and Les Corts Valencianes.
