Alicante City Council to Amend Rules for Councilors on Leave

The municipal government initiates the process to modify the Organic Regulation of the Plenary Session, allowing remote participation for councilors on leave.

The governing team of the Alicante City Council has approved the start of the process to modify the Organic Regulation of the Plenary Session (ROP), thus enabling remote participation for councilors who are on leave.

The political commitment of the municipal government, from the People's Party (PP), has greenlit the proposal promoted by the municipal group of Esquerra Unida Podem 14 months ago. The regulatory modification of the ROP aims to facilitate the political participation of councilors on leave, a measure that has already been approved by the Governing Board and will allow for a legal report from the General Secretariat, as detailed by deputy mayor Manuel Villar.
The reform of the regulation will focus exclusively on this point, anticipating "specific defined cases" for remote participation, with a mechanism yet to be determined. The objective is to prevent unjustified absences and include situations such as medical leave or family care leave, like the one that prompted the claim by the spokesperson for Esquerra Unida Podem, Manolo Copé. His situation led to him being denied participation in two plenary sessions, based on previous legal reports that also affected maternity leave for councilors from the PP and paternity leave for a councilor from Vox.
Villar confirmed that the ROP modification will incorporate the specific case recognized by a final ruling from the High Court of Justice of the Valencian Community (TSJCV), which validated Copé's right to participate in plenary sessions during his family care leave. It remains to be determined whether this possibility will also extend to meetings of the standing information committees.
Furthermore, the institutional declaration to convene the selection process for the municipal secretary-general position, vacant for 20 years, was addressed. Villar indicated that this initiative, promoted by PSOE, Compromís, and Esquerra Unida Podem with the support of Vox, will be fulfilled. The deputy mayor accused the progressive groups of "attacking" the deputy secretary-general and of being more concerned with unfavorable reports than with the proper functioning of the council.
