Socialist Mayors Skip Council Commission on Voucher Management

The investigation commission into the management of commerce vouchers by Facpyme in the Diputación de Alicante faces an announced absence of summoned socialist mayors, who demand the prior appearance of Carlos Mazón or Juan Francisco Pérez Llorca.

The investigation commission into the case of commerce vouchers, managed by Facpyme, is theoretically proceeding in the Diputación de Alicante. This Monday, four socialist mayors were scheduled to appear to account for contracts with Facpyme, an entity chaired by Carlos Baño, which managed commerce vouchers for their municipalities during 2023 and 2024. However, the mayors have already announced they will not attend unless the former president of the Diputación and ex-head of the Consell, Carlos Mazón, or the current president of the Generalitat, Juan Francisco Pérez Llorca, do so first.
The socialists will focus on the relationship between Facpyme and Proconsi SL, a company from León that handled the IT management of the vouchers. Proconsi initially operated in the Benidorm City Council and later expanded to other municipalities with Facpyme's involvement. Although Facpyme worked with other firms like Bonos Teruel, Netrotec, and Impronta, the PSPV-PSOE links the Proconsi relationship to increased operational costs.
According to documentation, Benidorm was the first municipality to use the BuyBono platform in 2021, with a minor contract of 8,349 euros awarded to Proconsi for the launch of a website and app. This direct relationship maintained low management costs. However, socialists point out that costs increased when Facpyme was involved, as in the case of El Campello.
The turning point was in 2022, when the Diputación de Alicante, chaired by Carlos Mazón, approved the regulations for its Consumer Voucher. Shortly after, Carlos Baño was elected president of the Alicante Chamber of Commerce and created Nexo Retail Alicante SL. From that point on, the voucher management model expanded to other municipalities with the new company linked to Baño, such as El Campello, where management costs were higher than those in Benidorm.
In El Campello, minor contracts were awarded to Nexo Retail and Proconsi for voucher management, resulting in significantly higher management costs compared to the approximately 1% recorded in Benidorm. The PSPV-PSOE concludes that Facpyme's intermediation, particularly through Nexo Retail Alicante SL, inflated costs for the municipalities.
