Green Light for La Balsa Photovoltaic Solar Plant in Jacarilla

The Generalitat has authorized the construction of an 840 kW solar plant in Jacarilla, following a five-year administrative process.

The Generalitat Valenciana, through the Territorial Service of Industry, Energy and Mines of Alicante, has granted administrative and construction authorization for the La Balsa photovoltaic solar plant in Jacarilla, with a power of 840 kW.

This resolution, published in the Official Gazette of the Province of Alicante, concludes a lengthy administrative process that began in December 2020. The processing has included various regulatory changes, project reformulations, and even an initial withdrawal before being resumed in 2021.
A key milestone in the procedure was the substantial modification of the project. The plant, initially conceived as a floating photovoltaic installation on a water reservoir, has finally been designed on non-urbanizable land. This change necessitated a second public information period in 2026.

During the processing, the initiative has gathered favorable reports from various bodies, such as the Segura Hydrographic Confederation, the General Directorate of Urban Planning, and the Jacarilla City Council. All of them have deemed the installation compatible from territorial, landscape, and risk perspectives.
However, the approval has been conditioned on compliance with corrective measures, especially regarding environmental matters, landscape integration, and protection of existing infrastructure. One of the main technical obstacles was the initial impact of the fencing on the Vereda de Fuente Amarga livestock trail, which was resolved by modifying the project to avoid its occupation.
Environmental reports have also introduced conditions for wildlife protection and integration into the environment, including adapting the fencing to allow passage for wild species and measures to minimize the visual impact of the installation.
The project has an initial budget of over 630,000 euros and has grid access and connection permits for a power of 840 kW. Evacuation is planned through a medium-voltage line linked to the San Miguel de Salinas substation. The processing has been carried out under an urgency procedure, reducing administrative deadlines.
