Criticism of "Cuida Torrevieja" UTE for Diluting Responsibilities in Essential Services
The socialist group in Torrevieja City Council questions the new temporary business union, raising concerns about increased costs and non-compliance.

The Socialist Municipal Group in Torrevieja City Council has expressed concern over the authorization of the new UTE "Cuida Torrevieja", suggesting it could be a strategy to dilute responsibilities in the management of key services.
The socialist spokesperson appeared this Tuesday to assess the creation of this UTE, formed by Acciona and Actúa Servicios y Medio Ambiente. This union will jointly manage street cleaning, waste collection, and beach maintenance, while Actúa will continue to manage the municipality's green areas.
During her speech, the spokesperson highlighted the track record of both companies in the city. In the case of Actúa, linked to the Hozono Global group, she recalled its involvement in previous tenders in Torrevieja, including its connection to the procedure that led to the conviction of a former mayor for irregularities in the waste contract.
The socialist spokesperson also reviewed the evolution of the street cleaning contract, emphasizing the increase in service costs after the change in municipal government. According to her, during the previous coalition executive, the contract was between 16 and 17 million euros annually, while the new tender promoted by the Popular Party raised the amount to 24 or 25 million.

Furthermore, she criticized the awarding process to Acciona, which required up to six technical reports with different valuations, and denounced the "deficient" fulfillment of the contract since then. Among the non-compliances, she highlighted the absence for years of the brown container for organic waste, which, she stated, has prevented citizens from properly separating and benefiting from a lower waste fee.
Regarding the management of green areas, the socialist councilor pointed out that Actúa continued to provide the service without a contract after its termination in 2022, with monthly invoices exceeding 263,000 euros. She also noted deficiencies in irrigation maintenance, despite specific contracts exceeding 257,000 euros annually and additional ones close to 48,000 euros, the latter with objections from legal advisors.
She also emphasized the new green areas contract awarded in 2025 for over 111 million euros, for which she warned of "first signs of non-compliance," such as the lack of periodic palm tree inspections required in the tender specifications.

The socialists concluded with a critical message to the governing team: "Torrevieja does not need a UTE among non-compliant parties. It needs contracts that are fulfilled and a City Council that enforces them."
